REGULATION ON THE ADMISSION OF FOREIGN CITIZENS TO OSH STATE UNIVERSITY

GENERAL PROVISIONS

1.1. This Regulation governs the admission of foreign citizens to Osh State University for education in higher and secondary professional education programs under contracts with legal entities and/or individuals (hereinafter referred to as the tuition fee contract).

1.2. This Regulation has been developed in accordance with the Law of the Kyrgyz Republic "On Education," the Procedure for Admission to Higher Educational Institutions of the Kyrgyz Republic approved by the Resolution of the Cabinet of Ministers of the Kyrgyz Republic dated June 30, 2022, No. 355, the laws of the Kyrgyz Republic "On External Migration," and other regulatory legal acts. It establishes norms and procedures for the admission of foreign citizens to study at Osh State University.

1.3. Training, retraining, qualification improvement, internships, and education of citizens of other states at OshSU are carried out based on intergovernmental agreements concluded by the Government of the Kyrgyz Republic, as well as contracts with educational institutions or individual citizens.

1.4. Foreign citizens desiring to obtain higher education at OshSU must have a secondary general or secondary vocational education, confirmed by an educational document or an equivalent document at the required level of education. For specialties in secondary vocational education at OshSU, citizens with primary general or secondary general education and initial vocational education (if the duration of education is 3 years) are accepted.

1.5. The evaluation of documents of foreign citizens is carried out by the Ministry of Education and Science of the Kyrgyz Republic. Admission of foreign citizens without a certificate of compliance with the level of education content issued by the Ministry of Education and Science of the Kyrgyz Republic is not allowed.

1.6. Foreign citizens may enroll in OshSU under a contract form of education based on agreements between OshSU and the applicant.

1.7. The admission of ethnic Kyrgyz who are citizens of other states is carried out in accordance with the "Regulation on Admission to Budgetary Places in Secondary Vocational and Higher Professional Educational Institutions of the Kyrgyz Republic for Ethnic Kyrgyz Residing Abroad," approved by the order of the Ministry of Education of the Kyrgyz Republic dated June 30, 2004. Their enrollment is carried out by the order of the Rector of OshSU based on the corresponding order of the Minister of Education and Science of the Kyrgyz Republic and intergovernmental agreements. The materials for the entrance examinations of these applicants are held by the sending party.

1.8. An applicant has the right to familiarize themselves with the Charter of OshSU, its faculties and pre-diploma institutions (preparatory department, lyceum), licenses, certificates, admission rules to the university, and other necessary information before submitting the entrance documents.

1.9. All necessary documentation related to the admission of foreign citizens to study at Osh State University is processed by the International Relations Department and the Head of the Department for Foreign Students in accordance with the established procedures and requirements of the regulatory acts of the Kyrgyz Republic. Foreign citizens admitted to OshSU have rights and fulfill their responsibilities as students in accordance with the legislation of the Kyrgyz Republic.

1.10. All necessary procedures for processing passport and visa documentation for foreign students (extension of registration and visas and/or shortening the registration and visa duration for students, residents, as required by relevant state authorities) are carried out based on corresponding orders signed by the Rector of OshSU.

 

ADMISSION OF FOREIGN CITIZENS TO OSH STATE UNIVERSITY

2.1. The Admissions Committee, the International Relations Department, and the faculties (institutes, colleges) of Osh State University carry out the necessary activities to attract foreign citizens for education at OshSU.

2.2. OshSU conducts its efforts to attract foreign applicants through collaboration with official agents who have formal contracts with OshSU and appropriate authority.

2.3. Agreements between universities and partners that provide intermediary services in various countries worldwide for the selection of foreign citizens for admission to Kyrgyz Republic universities must be approved by the Ministry of Education and Science of the Kyrgyz Republic before the announcement of admissions to universities.

2.4. OshSU creates equal and favorable conditions for all agents working in a particular country to attract foreign applicants. To enhance a competitive environment and avoid a monopoly position for an agent, OshSU may enter into corresponding contracts with one or more agents in a specific country.

2.5. The procedures for processing passport and visa documentation for entry, stay, and departure of applicants/students in the Kyrgyz Republic are determined by the relevant regulatory legal acts of the Kyrgyz Republic.

 

 TUITION FEES AND CONTRACT AGREEMENT

3.1. The expenses associated with the education of foreign applicants/students at Osh State University include tuition fees at one of the faculties of OshSU. This type of payment must be made through a bank to the account of OshSU within the specified deadlines.

3.2. Expenses related to the arrival and stay of foreign applicants/students in the Kyrgyz Republic, including accommodation, meals, extension of registration and visas, medical insurance, and other costs, are the responsibility of the applicant/student in accordance with the rules and procedures established by OshSU.

3.3. The signing of contracts related to the admission of foreign citizens to the faculties of OshSU and all related actions are carried out with the assistance of the Department for Foreign Students at OshSU.

3.4. In the event of a student's direct admission to one of the faculties of OshSU, transfer from another university, or admission to a residency or postgraduate program at OshSU, a contract is signed by the Rector of OshSU and the student for one academic year.

 

ADMISSION PROCESS FOR FOREIGN APPLICANTS AT OSH STATE UNIVERSITY

 4.1. The admission of foreign citizens for contract-based education at the faculties of Osh State University is organized by the Admissions Committee of OshSU.

 4.2. Foreign citizens are admitted to the first year of the contract-based education at OshSU if they have:

  • Passed the preliminary document verification, achieved a required score, possess visas that meet all the requirements of the Law on Migration, and successfully passed the entrance exams.
  • Signed a contract between OshSU and the applicant.

4.3. Foreign applicants have the right to be admitted to programs with Kyrgyz, Russian, or English language instruction, according to their own preference.

4.4. Foreign citizens must possess the following documents upon admission:

  • An educational document equivalent to the state document on secondary general or secondary vocational education of the Kyrgyz Republic (Certificate on Intermediate and Secondary Education).
  • A certificate of compliance with the level of education content, issued by the Ministry of Education and Science of the Kyrgyz Republic (MOES KR).
  • A passport with the corresponding entry visa.

 4.5. Entrance exams for foreign citizens are conducted in the form of examinations (oral or written), interviews, paper-based or computer-based testing, remotely in an online format, in accordance with the curriculum of the Kyrgyz Republic's secondary general education and within the framework of the general admission campaign of OshSU.

 4.6. In case of quarantine, emergencies, or a state of emergency, entrance exams may be conducted in an online format (interview via video conference, computer-based testing), with the preservation of the examination results, subject to the approval of the authorized education authority.

4.7. The Admissions Committee of OshSU conducts the verification of all documents specified in paragraph 4.3 of this Regulation, visa compliance, and transfers personal files with documents to the inspector of the Department for Foreign Student Affairs according to the inventory (Appendix 1). This includes a copy of the passport with the relevant visa and a copy of the educational certificate translated into Kyrgyz or Russian and notarized.

 4.8. After successfully passing the entrance exams, the personal file of the foreign student is transferred to the inspector of the Department for Foreign Student Affairs by the technical secretary of the Admissions Committee until November 30, 2022. The original documents (certificates of secondary education, certificates of language courses completion, diplomas, etc.) are kept in the HR department of OshSU until the completion of the studies.

4.9. The acceptance of documents from foreign citizens for the 1st year is carried out within the deadlines set by the Ministry of Education and Science of the Kyrgyz Republic (until October 15).

4.10. The cost of education at the faculties and educational structures of OshSU is determined by OshSU and is specified in the individual contract.

4.11. Students who fail to meet the requirements of the academic curriculum, violate the terms of the contract, internal regulations, and dormitory accommodation rules established by OshSU, experience academic underperformance, financial arrears, or other violations may face disciplinary measures, including possible expulsion from OshSU.

  CONCLUSION

 5.1. Any disputes related to the attraction of foreign citizens for education at OshSU and their stay in the Kyrgyz Republic will be resolved in accordance with the legislation of the Kyrgyz Republic.

5.2. Changes and additions to this Regulation are made by the Admissions Committee of OshSU in accordance with the legislation of the Kyrgyz Republic and are approved by the Rector of OshSU.

Inventory of documents in a foreign student's personal file:

  1. Application addressed to the Rector.
  2. Original educational document (certificate, diploma, or certificate), along with a notarized copy translated into Kyrgyz or Russian.
  3. Certificate from the Ministry of Education and Science of the Kyrgyz Republic confirming the level of education content.
  4. Copy of the passport with the corresponding entry visa, along with a notarized translation into Kyrgyz or Russian.
  5. Entrance examination materials (test sheet).
  6. Order list.
